Title: Big Data Guidelines for Nova Scotia
Abstract:
Big data can be an important tool for shaping and improving government policies, programs and services. While big data may provide benefits to individuals, it also raises a number of privacy, fairness and ethical concerns with respect to the processing of personal information. Public bodies with the legal authority to use big data should understand and address these concerns in order to prevent uses of personal information that may be unexpected, invasive, inaccurate, discriminatory or disrespectful.
Catherine Tully, Nova Scotia’s Information and Privacy Commissioner, will discuss her recently released guideline on big data intended to inform public bodies of the key issues to consider and best practices to follow when conducting big data projects involving personal information.
Bio:
Catherine Tully was appointed as Nova Scotia’s Information and Privacy Commissioner effective September 1, 2014. After being called to the Ontario Bar in 1990, Commissioner Tully initially practiced law in the Ontario legal clinic system. For the past 17 years she has worked exclusively in the area of access and privacy law.
Prior to her appointment as Nova Scotia’s Information and Privacy Commissioner, Commissioner Tully served as the Director of Access and Privacy for the Canada Post Corporation. Beginning in 2006 Ms. Tully worked in a variety of capacities with the Office of the Information and Privacy Commissioner for British Columbia including as Assistant Privacy Commissioner from 2008-2012. From 2000 until 2006 she served as the Director of Access, Privacy and Records Management for three provincial government institutions in British Columbia.
Ms. Tully holds a B.Sc., B.A. and LL.B. from the University of Ottawa and an LL.M. from Dalhousie University. She is a proud member of the Geri-Hat-Tricks, Nova Scotian and Canadian over 55 hockey champions in 2015, 2016 and 2017.
